The Committee met with Councilman Cummins to discuss the level at which he will fund the CDC for the upcoming fiscal year. Councilman Cummins had discussed this with Robyn Sandys on June 6, 2008.

Councilman Cummins will authorize $220,000, a decrease of $50,000, with the following conditions:

• The Ward 15 allocation will not support any additional staffing beyond the current number of positions
• The Ward 15 allocation will cover code enforcement services for the first two to three months of the contract
• OBCDC will cooperate in administering fiscal agent services for secondary non-profit organization (likely an eligible local civic association) to conduct the following potential services:
• Code enforcement
• Housing Rehab pilot project
• OBCDC will provide a Strategic Plan for Community Engagement and Cooperation by August 15th, 2008
• All other services, other than those described above, provided under contract for Ward 15 by OBCDC in Year 33 will continue at the same performance level for Year 34.

The Executive Committee members and Councilman Cummins discussed at length the content and possible impact of the change and conditions attached to the balance of the funding. The Committee did not make any decisions on the change and conditions.

The committee also discussed the placement of an electronic billboard on the Jennings Highway and possible replacement billboards. No decision was made regarding this topic as well.
